Voluntary Activities towards improved Civil Preparedness in Europe aspires to generate communication and exchange between voluntary civil protection organisations and associations in Europe.
Behind the project are three non-profit organisations supporting voluntary civil protection within their nations; the Danish Civil Protection League, the Swedish Civil Defence League, and the Estonian Civil Defence Society.

The 13th to 15th of June 2008 the VACPE workshop conference took place in Roskilde, Denmark. The weekend was used to discuss the challenges in voluntary civil protection in Europe. Representatives of 21 European NGOs and GOs brought their experiences with voluntary civil protection into play in the creative workshops and both formal and informal networks were created.
The experiences and perceptions of the voluntary organisations' current and future challenges debated at the conference pointed to the need to create a sustainable structure for the inter-European communication and support among the organisations. A working group was formed with the aim to support this ambition.
